The US-Iran 90-day deal changes the conditions under which Phase 2 must be negotiated:
▸ No October 6 cliff: the regional security crisis that would have defined October 6 as a potential war escalation is now a 90-day extension; Phase 2 can be negotiated without that looming
▸ Reduced Iranian pressure on Israel: a ceasefire extension reduces IRGC support for Hamas and Hezbollah in ways that may change Hamas’s Phase 2 negotiating posture
▸ Netanyahu’s position: the deal gives Netanyahu more regional stability for Phase 2 while simultaneously removing some of the external pressure that might have accelerated Phase 2 progress
THE WFP FOOD DIMENSION
The World Food Programme halved food assistance to Gaza and the West Bank in September 12 documentation. Phase 2 governance negotiations will need to include a humanitarian access framework that addresses the WFP funding gap. Whether the US-Iran deal produces any donor relief for the WFP’s Gaza program is from developing reporting.
Phase 1 is ending. The people held for 634+ days are coming home. Phase 2 governance hasn’t started. Who governs Gaza after Hamas is the question Phase 1’s completion creates.
