WHAT THE 9/11 EVE MEANS FOR PHASE 1

The October 7 attacks that produced the hostages were themselves the most deadly attack on Jewish people since the Holocaust. The September 11 attacks were the most deadly foreign attack on American soil in modern history. Both are attacks on civilians in peacetime settings. Both produced military responses that lasted years. Phase 1 — people coming home after 631 days — is the specific human accounting of what the October 7 response has produced.
