The ceasefire line between Israel and Syria in the Golan Heights has existed since 1973 — over 50 years. It has outlasted six US presidents, Soviet-Russian geopolitical transformation, the Syrian civil war, and the rise and fall of ISIS as a territorial entity. It remains unresolved because the conditions for its resolution have never simultaneously existed: a Syria strong enough to negotiate from, an Israel willing to concede, and a US willing to guarantee the outcome.

THE THREE CONDITIONS FOR RESOLUTION

For a territorial dispute to resolve, you typically need: a willing negotiating partner on both sides with legitimate authority; an incentive structure that makes agreement more attractive than continued dispute; and an external guarantor capable of enforcing the settlement.

The Golan has failed all three simultaneously throughout its history. Syria in 1974–2010 had the will but not the leverage to force Israeli withdrawal. Israel in every period has had the leverage but not the incentive to offer terms Syria would accept. The US — the only plausible guarantor — has been unable or unwilling to commit to the political cost of a Golan resolution on top of every other Middle East commitment it has simultaneously carried.

Post-2011 Syria is not a meaningful negotiating partner for anything — the state is fragmenting and economically destroyed. Post-2011, Israel has expanded its presence in the Golan buffer zone beyond even pre-civil-war lines. The window for resolution, if it ever existed, appears to have passed.

WHY THIS MATTERS IN 2026

The Golan is a quiet example of what happens to territorial disputes when they are not resolved: they don’t stay frozen in the form they had when they first froze. They shift, slowly, in the direction of the stronger party. Israel’s presence in the Golan is larger now than it was in 1974, 1994, or 2011. Every year of non-resolution is a year in which the facts on the ground drift further toward the status quo that Israel has established.

Understanding the Golan is understanding how many “frozen” conflicts are actually slowly moving, in the direction of whoever holds the territory, while the world’s attention is elsewhere.
