THE PATTERN  

Both Kuwait and UAE have now been repeatedly targeted despite neither being a direct combatant in the underlying US-Iran conflict. The pattern: Iran targets the Gulf states it perceives as most directly supporting US military operations at the moment of retaliation. Kuwait hosted the strikes; the UAE hosts Al Minhad. Both receive direct Iranian fire in consequence. Neither is the US.

Kuwait has been struck twice in six days. The UAE has had 537 ballistic missiles intercepted, and Al Minhad struck. Neither is fighting Iran. Both are where US forces are based. That is the specific geography of how this war is reaching Gulf state civilian infrastructure.
