Norway is a constitutional monarchy, which means the king reigns but does not govern. Genuine political authority rests with the elected Storting (parliament) and the prime minister. WHY SYMBOLIC POWER IS REAL POWER  

The distinction between ceremonial and governing authority does not mean the monarch is unimportant. In pluralistic democracies, the head of state’s specific symbolic function — representing the nation as distinct from the government of the day — provides a form of continuity and national identity that elected governments cannot provide. A prime minister represents the political majority; a constitutional monarch represents everyone, across political divisions and across generations.

The king doesn’t govern. He represents. In a democracy, those are different things. Harald did both well, which is why the prime minister said the whole nation is in mourning — not just the half that voted for the current government.
