For the roughly 400 households whose structures survived: returning home means reoccupying a home that has been unoccupied during a wildfire — smoke damage, ash intrusion, possible utility disruption, and the emotional weight of returning to a neighborhood where many neighbors’ homes did not survive.
For the approximately 600 households whose structures were destroyed: “returning home” means returning to a property. There is no home. There is ash, melted metal, cracked foundation, and the beginning of an insurance and rebuilding process that will take 12-36 months under best-case conditions. In Spokane’s specific legal and insurance environment — which will now face the eastern Washington wildfire risk repricing triggered by this event — some of those families will face significant obstacles to rebuilding at all.
The federal disaster declaration remains under review — Trump administration response timing has not been confirmed. The Washington Governor’s request is documented; the administrative clock is running.
THE ARSON DIMENSION
Aaron Farinacci’s charges mean that some fraction of those 600 destroyed homes are destroyed because of a crime. For the families affected, the existence of a named, charged individual does not resolve their insurance claim, rebuild their structure, or restore their community. But it changes the nature of what happened to them — from a disaster (act of nature or accident) to a crime (deliberate act). That distinction matters psychologically and legally, even if the rebuilding timeline is identical.
