Two Trump envoys, Ukrainian and European officials, a table in Miami, and new proposals nobody has seen yet. The geometry of this negotiation has never been straightforward.

🕊️ DIPLOMACY · OCTOBER 9, 2026 · UKRAINE PEACE TRACK
There is something specific about conducting Ukraine peace negotiations in Miami. Not in Geneva, not in Istanbul, not in any of the cities that have historically served as neutral ground for conversations about war and its ending — but in Miami, in October, 25 days before an American midterm election. Geography is never accidental in diplomacy, and the choice of venue says something about who these talks are really for.
Steve Witkoff and Jared Kushner — the two Trump administration figures most closely associated with the informal back-channel diplomacy that has characterized this administration’s foreign policy — were set to meet Ukrainian and European officials with new proposals on the Ukraine war. The content of those proposals had not been publicly specified at filing time, which is either the standard operational security of sensitive negotiations or a sign that the proposals are not yet fully formed. Possibly both.
WHO IS IN THE ROOM
Witkoff’s portfolio has expanded significantly since his initial role as a real-estate-adjacent Middle East envoy. He has become the administration’s primary point person for negotiations that do not fit the conventional State Department track — conversations that require a different kind of trust signal than career diplomats can provide, or that the administration simply does not want going through formal channels.
Kushner’s involvement adds a dimension that European officials find both useful and uncomfortable: he has direct access to the President in a way that no other foreign-policy actor does, which means commitments made in these conversations have a better chance of surviving the interagency process. It also means that the commitments are harder to hold to a conventional diplomatic accountability standard. Jared Kushner speaking for the United States in a Miami meeting room is Jared Kushner speaking for Donald Trump, specifically, not for an institutional foreign policy that will outlast the administration.
WHAT ZELENSKYY IS CALCULATING
Ukrainian President Zelenskyy has been careful in how he characterizes the Trump administration’s peace track. He has not embraced it, and he has not rejected it. He has demanded — publicly, consistently, and with increasing specificity — that any settlement preserve Ukrainian sovereignty and territorial integrity, that security guarantees be real rather than nominal, and that Russia not be rewarded for the act of initiating the war.
The Miami meeting is happening on the same day that Russian forces killed thirty people on public buses in eastern Ukraine. Zelenskyy is acutely aware of that juxtaposition. So are the European officials in the room. Whatever proposals Witkoff and Kushner bring will be evaluated against that backdrop — against the reality that Russia is still killing civilians at scale while negotiations about ending the killing are conducted in a conference room in South Florida.
“Peace talks and bus massacres happening on the same day is not a contradiction. It is the condition under which wars end — or do not end. The question is which of these things, the talks or the strikes, is setting the terms.”
WHAT HAPPENS NEXT
► Proposal content — whether the Miami discussions produce any publicly releasable framework
► European alignment — whether EU partners endorse or distance themselves from the proposals
► Zelenskyy response — formal Ukrainian reaction to whatever emerges from Miami
► Russian reaction — whether Moscow signals interest in or dismissal of the new proposals
