“Rotten to Its Core”: Mamdani Takes On ICE. DHS Takes On Mamdani.

New York’s mayor called ICE fundamentally compromised after the Marble Hill shooting. Federal officials called him a hypocrite. This is the fight the administration wants.

New York City mayors have been fighting with the federal government over immigration enforcement since the sanctuary city framework was formalized in the 1980s. What is different about Thursday’s iteration of that fight is the specific temperature of it, the specific people involved, and the specific context — a man shot by an ICE agent in front of a young child — that prompted it.

Mayor Zohran Mamdani, elected this year and the first democratic socialist to lead the city since its modern mayoralty, called ICE “rotten to its core” in response to the Marble Hill shooting. It was not a measured formulation. It was not intended to be. Within hours, DHS officials, including Senator Markwayne Mullin — who was appearing as a DHS surrogate — responded by criticizing Mamdani for failing to support local police and for what they characterized as providing political cover to people who resist federal law.

WHAT MAMDANI SAID AND WHAT HE MEANT

“Rotten to its core” is a political statement, not a legal analysis. It reflects a view of ICE — shared by a significant portion of New York City’s population and by the progressive movement that elected Mamdani — that the agency is not merely executing bad policy but is itself structurally compromised in ways that produce outcomes like the Marble Hill shooting as a matter of institutional logic rather than individual failure.

That view is contested. ICE agents would characterize Marble Hill as an enforcement action that went wrong in ways that happen in law enforcement and that the agency’s use-of-force review process exists to examine. The agency has not characterized the agent’s action as a mistake — it has characterized it as an enforcement action under review. The distance between those two framings is the political distance between Mamdani and the administration.

THE ADMINISTRATION’S PLAY

The federal response was not defensive. It was offensive. Mullin and other DHS surrogates did not spend their time explaining why the Marble Hill shooting was justified. They spent their time attacking Mamdani — his ideology, his rhetoric, his fitness to lead a city with a major police department. This is deliberate: the administration has found that sanctuary-city mayors attacking ICE are more useful as foils than as negotiating partners.

The fight with Mamdani is particularly useful because he is a democratic socialist in the nation’s largest city, 25 days before a midterm election in which economic nationalism and immigration enforcement are central Republican messages. Every clip of Mamdani calling ICE “rotten to its core” is a campaign ad. The administration knows it. Mamdani presumably knows it too, and has decided that the authentic response to the Marble Hill shooting is worth the political cost.

“When the mayor of New York calls your agency rotten to its core and your first response is to attack the mayor, you have told the public what your priority is. It is not accountability. It is the fight.”
